Minutes Rainbow Planning Group
October 2011

Call to Order: October 19, 2011 7:00 PM by Chairperson Sanford

Roll Call:
Present: Dennis A. Sanford, Pete Bacot, Bud Swanson, Fred Rasp, Keith Flanagan, William Crocker, Jim Anderson, Gary Drake, Curtis Nicolaisen, Ron Trotter

Absent: Dianne Rohwer-Johnson, Craig Ohlson, Nita Pearce, Mila Bonner, Julio Avila

A quorum was declared by Chairman Sanford

Open Forum and Committee comments:
                Dennis Sanford recommended that the RPG send a commemorative letter to Bill Harding for his fine efforts over
                many years in providing the Rainbow community with his quarterly newsletter. Jim Anderson will draft.  Also it
                was recommended and approved that Bill receive a Rainbow Git-R-Done award for his fine work.
                Jerri Arganda recommended that we invite the new editor to a RPG meeting
                Dennis Sanford reported that the proposed  SDG&E spiker plant would be built across from the gas treatment
               plant. the developer stated that this spot was the only one in the County where water, gas and power were all
               available Also, the developer was open to making a contribution to the Rainbow  Community.

Community Comments:
               RPG acknowledged that there was no official meeting in August due to a lack of a quorum.
               Gregory Canyon bill was vetoed by Governor Brown.
               Rainbow Post Office  will open in November. Bud Swanson recommended a Git-R-Done  award for Jim Anderson                  
               and Dennis Sanford for their efforts to make this happen. Jin Anderson said "lets wait until it is open".
               Bud Swanson and Dennis Sanford explained the SDG&E power shut off plan

County Action Items:
There is a question regarding approval of the Stubblefield property, for General Commercial. Dennis Sanford will follow-up with the County

Old Business:
I-15 Corridor... Bill Crocker reported that there was no meeting last month. Dennis Sanford reported that RMWD had been notified that the Pala tribe will be developing their property at 76 and I-15.
Pala Raceway  ...Bud Swanson commented that there was not any noticeable change in the noise levels since the new protocol was introduced by Pala and the noise pollution is continued unabated.
Post Office... Will open in November.
Playground Rainbow Park ....Nothing further at this time.
RMWD Report ... Dennis Sanford reported that Metropolitan Water will pass through another water rate increase in January. He also stated that 95-1 was under discussion because it was too restrictive at $1 million. He also mentioned that the State requires a public vote on public debt but the requirement is different at 50% plus one.
Dennis also reported that there was serious discussion concerning consolidation of certain functions within three of the water districts in an effort to save money.
Also, a concern for the RMWD was the notion that everyone has a right to water, how could you shut someone off for lack of payment?
Rice Canyon Request for Signage  ... Nothing at this time.
Liberty Quarry….Bill AB742 which would ban the quarry is still alive in the State Assembly. All were urged to write letters of support.

New Business:
Expense reimbursements  ...  None at this time.
New RPG appointee....  Gary Drake has applied to join the RPG. We are awaiting final approval from the Board of Supervisors
Attendance... Attendance requirements for RPG membership was discussed in depth.
Fire Safety Council Funds ...funds are available for clearing brush

Agenda Items for next meeting:
                Need to approve "no meeting in December".
